Major shift in Maoist policy

The Maoists Tuesday evening announced a major shift in their policy, saying, the rebels, from today onwards, will not attack physical infrastructure, ex-security personnel and security men who are on leave.

According to an email signed by Maoist Supremo Prachanda and forwarded to various media organisations, the rebels said they will not sabotage telecommunication towers and empty buildings of police posts and VDCs, among others. However, the rebels have put forward many "conditions" along with the shift in their policy.

"The party will now adopt a policy of stopping sabotage to natural heritages and physical infrastructure like VDC offices, empty army barracks, police posts, and telecommunication towers, among others in rural areas across the country," the statement said.

"The party will not kill low-ranking soldiers and police while they are on leave. The party will convince them to leave their job and join Maoist force ensuring security of their families," the statement said.

"The party will not take action against political activists of other parties only for the reason that they are the members of other parties."

On donation to the Maoists, the statement said certain taxation system will be introduced for big businessmen and industrialists whereas the donation will be voluntary for common people.

On running NGOs and INGOs in rural areas, the statement said all of them will be allowed to do their work and will not be attacked, except those which are directly run or funded by "US imperialism". Those NGOs/INGOs, which receive permissions from the Maoists must coordinate with the "local people's government", according to the statement.

"The party will appeal to the United Nations and other nations to extend support and assistance to the CPN (Maoist) and the 'new regime' to make Nepali people 'sovereign' in the true sense. For this, assistance from neighbours China and India are also requested."

The statement said the decisions were taken in a politburo meeting of the CPN (Maoist) presided by its chairman Prachanda. The statement has kept secret the date and venue of the meeting. "The meeting reviewed an internal report on the CPN (Maoist)'s post-ceasefire break activities and formulated a 'new strategic plan'," the statement said.

"The army has been exaggerating the deaths of Maoists and hiding defeats of the army," the statement added. "In fact, there has been much less casualties and damage in the Maoist side than publicised by the army. The 'people's army' has seized a total of 100 weapons, such as 303 rifles, other weapons and thousands of bullets from the army."

The statement said Maoists' current political and military decisions are "scientific". "Remarkable enhancement has been noted in the offensive operations of the people's army. The old regime's influence is now almost zero in all rural areas from the hills to the Terai," claimed the Maoists.
